Don’t forget, that isn’t Bart. That’s a character Bart’s playing. A character he invented so people wouldn’t be suspicious. He probably based his mannerisms off of Wally. Or at least, off of old films of Wally. Each of those movements is intentional, a way of subconsciously telling everyone “Just another carefree hyperactive speedster here, nothing to worry about.”
